Authorities of the Dean of the College
The Dean of the College exercises the following powers to manage the college’s operations and achieve its objectives:
1. Academic Authorities

Implement university council decisions related to the college.

Manage the college’s academic, administrative, educational, cultural, and financial affairs.

Oversee undergraduate and graduate teaching processes.
-
Chair the College Council and academic bodies, submitting meeting minutes to the university president for approval.

Prepare quarterly and annual scientific reports on college activities.
-
Approve recommendations from departmental councils.
-
Supervise academic departments and advisory offices.
-
Recommend appointments for department heads and assistant deans.
-
Enforce all regulations and instructions related to academic and educational affairs.
-
Convene extraordinary meetings of the College Council.
-
Form key committees and issue administrative orders.
-
Establish exam committees and exam question preparation teams.
-
Conduct annual performance evaluations of faculty members (in consultation with department heads).
-
Represent the college at meetings and conferences.
2. Administrative Authorities
-
Promote faculty, technical, and administrative staff and grant annual raises per applicable laws.
-
Sign contracts for hiring local/foreign faculty, experts, and technicians, and terminate their services as per contractual terms.

Delegate staff within Iraq for up to 60 days (training, scientific purposes, etc.) and recommend international delegations.

Recommend hiring candidates with Master’s/PhD degrees.

Correspond with state institutions (excluding ministries) on college-related academic/educational matters.

Approve faculty participation in external projects per the University Service Law.
-
Accept resignations of technical/administrative staff (excluding faculty under Law No. 117 of 1988).

Approve faculty sabbaticals after departmental and council recommendations.
-
Permit faculty/staff travel abroad during academic breaks (without disrupting teaching duties).
-
Disburse salaries for accrued leave (up to 180 days per University Service Law No. 142 of 1976).

Issue warnings to absent staff and declare them resigned if unexcused absences persist.

Recommend job title changes for staff within approved college positions.

Retire staff at age 63 per Civil Retirement Law No. 33 of 1966.

Set official working hours based on college needs.

Grant spousal leave per college regulations.
-
Award cash/material rewards up to 50,000 IQD per case.
-
Transfer staff between colleges in coordination with university planning divisions.
-
Approve staff leave during spring break.
-
Appoint top-performing students (top 10) and notify the university.
-
Approve student registrations.
-
Endorse recommendations from college committees.
3. Financial Authorities

Allocate funds per laws, regulations, and University Service Law No. 176 of 1976.

Approve purchases/imports of lab equipment, books, and journals.
-
Pay external trainers, thesis supervisors, and exam committee members per regulations.
-
Spend up to 10,000,000 IQD per case (if not covered by the annual state budget law).
-
Approve contracts for college activities within budget limits.
-
Extend deadlines and approve additional lists for projects/contracts.
-
Approve designs/studies for college infrastructure expansions.
-
Reward staff (up to 25,000 IQD per case) for exceptional efforts.
-
Write off damaged state assets (up to 1,000,000 IQD) if not due to negligence.
